About the Office of Research

The mission of the College of Public Health's Office of Research is to encourage, facilitate and support the research mission of the College. Under the direction of the Associate Dean for Research, the Office of Research offers a full range of services in support of the College's sponsored research activities, and acts as a liaison between the CPH faculty and the OSU Research Foundation (OSURF). Faculty are encouraged to consult Office of Research grants staff early when planning a proposal submission and then to continue to work closely with the Office of Research throughout the life of the sponsored project.

Phyllis L. Pirie, PhDsample
Professor, Chair, and Interim Associate Dean for Research
As Associate Dean for Research, Dr. Pirie works collaboratively with individual faculty members, divisions, and centers to advance the college's research mission. She directs the work of the Office of Research. Dr. Pirie earned her PhD in Anthropology from The Ohio State University. Her research specialty is the evaluation of community-based health promotion programs, particularly in tobacco and obesity prevention.

Katrina Gustafson, CRA
Grants Manager
Katrina supports grant activities in the divisions of Epidemiology, Biostatistics, Health Services Management and Policy, and the Center for HOPES. Katrina has been with the College since 2003. She previously served as a Program Specialist for the Division of Cancer Epidemiology and Genetics at the National Cancer Institute (NCI) and at the Food and Drug Administration in legislative affairs and human resources. Katrina earned her B.A. in Political Science with a minor in English from Ohio University in June 1993. Katrina is a Certified Research Administrator.

Katherine Renick, MS, CRAsample
Grants Manager
Kathy supports grant activities in the divisions of Health Behavior and Health Promotion, Environmental Health Services, and the Center for Public Health Practice. Kathy also serves as support staff for the Associate Dean for Research and Faculty Development and coordinates the college's research seminars. Kathy has been an employee of the College since 2004, when she managed a large research project within the Division of Epidemiology. Previously she was a budget analyst and grants manager for the Virginia State Water Control Board. Kathy earned a BS in Biology with a minor in Chemistry from Virginia Tech in 1984. She earned her MS in Public Health in December 2006. Kathy is a Certified Research Administrator.

Pre-award services provided

The Office of Research is pleased to offer a full-range of proposal development services including:

  • Identifying and publicizing funding opportunities
  • Reviewing funding opportunity announcements (e.g. the PA, PAR, FOA, or RFP) and sponsor guidelines to identify specific sponsor requirements
  • Scheduling and attending proposal team meetings as needed
  • Developing the budget and assisting with the budget justification
  • Completing the ePA-005 (Authorization to Seek Off-Campus Funding) including coordinating questions surrounding award and expenditure credit, indirect cost rates, and cost sharing
  • Identifying and helping to obtain required supporting documents for a proposal such as biosketches, letters of support, and subaward documents
  • Formatting the contents of the proposal (abstract, images, tables and appendices) to ensure compliance with sponsor requirements
  • Submitting a complete proposal to OSURF in advance of the sponsor deadline, for OSURF to review and submit
  • Serving as a liaison between the OSURF pre-award Sponsored Program Officer (SPO) and the faculty for award negotiations, revising budgets and responding to funding cuts as requested by the sponsor
  • Requesting a preliminary project number if needed.

Post-award services provided

The Office of Research offers complete grants management services including:

  • Completing signature authorization forms for the project
  • Helping to ensure faculty and staff are appointed to the project by completing release time appointment paperwork and coordinating direct appointments by working closely with the College's human resources professional and with other departments as needed
  • Completing personnel expenditures transfers (PETs) as needed to ensure faculty and staff effort is properly charged to the project
  • Working with faculty, research staff, and division coordinators to assist with procurement of supplies and materials
  • Advising faculty on allowable costs and budget latitude
  • Helping faculty complete progress (non-competing renewals) and final reports
  • Serving as a liaison between the OSURF post-award SPO and the faculty for budget revisions, requests for project period extensions, and during project close-out
  • Monitoring project financials
  • Facilitating compliance activities such as effort certification, conflict of interest certification, training in protection of human and animal subjects
  • Arranging for consultant and subaward agreements

Special Initiatives

In addition to standard proposal development and grants management services, the Office of Research has several supplemental activities and services designed to advance the research mission of the College. Special initiatives of the Office of Research include:

  • Funding for scientific proposal review: In order to strengthen proposals submitted by CPH faculty, the Office of Research will provide funds to compensate an outside reviewer. Investigators are encouraged to contact the CPH Office of Research early in the process so that adequate time is available for the review and subsequent revision of the research plan.


  • Funding for undergraduate researchers: The College of Public Health Office of Research has made available funding to hire talented undergraduates to work on faculty research projects. The purpose of the funding is two fold: to encourage new lines of research by faculty and to familiarize outstanding undergraduates with the field of public health research.


  • Fostering collaborative research activities: The College of Public Health periodically provides funding for research initiatives that encourage interdisciplinary collaboration, such as a recent research initiative with Nationwide Children's Hospital.
